Community Profile:
The Town of Vienna is composed of 93 1/2 square miles (38,102 acres) of land on the northeastern shore of Oneida Lake, in the County of Oneida.  The town lies on the western boundary of Oneida County and approximately midway between the Syracuse and Rome metropolitan areas.  The town includes the incorporated Village of Sylvan Beach, which lies on the east shore of Oneida Lake, and the hamlets of McConnellsville, North Bay, Vienna, and Jewell.  The town is bounded by Oneida Lake to the south, the Town of Constantia and the Village of Cleveland to the west, the Town of Camden and Annsville to the north, and the City of Rome and the Town of Verona to the east.
Demographics & Housing:

The Town of Vienna, as a whole, grew 5% from 5,564 to 5,819 between 1990 and 2000.  This growth took place entirely outside of the Village of Sylvan Beach, which lost population during this period.  This pattern of population growth in towns outside villages (TOVs) and decline in villages is common in upstate New York.  Oneida County experienced a 6% decrease in population during the 90s while New York State grew 5%.

The number of households (a household includes all the people who occupy a housing unit) grew in the town as a whole, in the TOV, and in the Village of Sylvan Beach.  Average household size decreased in all three area, to 2.65 in the town as a whole, 2.76 in the TOV and 2.27 in Sylvan Beach.  This is a national trend driven by decreasing family size.  The number of households decreased in Oneida County and increased in NYS.  Average household size decreased in the County and the State.


Median household income in the Town of Vienna as a whole shrank slightly during the 1990s from $39,465 to $36,250.  In 2000, in Town's median household income was slightly higher than in Oneida County's but lower than New York State's.

The Town of Vienna experienced a net increase of 347 housing units between 1990 and 2000 - 250 in the TOV and 97 in Sylvan Beach.  That is a 13% increase in each.   Thsi growth far outpaced Oneida County (which added 2%) and New York State (which added 6%)


Of the 347 new units added, about 82% were single family detached dwellings and about 8% were mobile homes.  In 2000, about 75% of all housing units were single family dwellings, 18% were mobile homes, and 7% percent were in multi-family dwellings.

The housing stock in Vienna tends to be newer than that in Oneida County as a whole and NYS as a whole.  This reflects the building activity that took place in the 1990s.  The housing vacancy rate according to the census was 4.2% and 7.4% for owner-occupied and renter occupied housing units respectively.  A homeowner vacancy rate of 1.5% is considered acceptable by the US Department of Housing and Urban Development (HUD).  An acceptable rental vacancy rate is 5%.  The owner occupied vacancy rate rose in the Town during the 1990s, while the rental vacancy rate dropped.

Employment Characteristics:

Unemployment among Town residents dropped substantially during the 1990s.  As reported in the 2000 census, the unemployment rate in Vienna (4.3%) was lower than that of the County and New York State.  The civilian labor force includes the population 16 years of age and older not in the military.  Vienna residents are employed in a diverse group of fields.  The top three in 2000 were 1) manufacturing, 2) education,  and 3) retail.  Census data indicates that 18% of employed workers in the town as a whole worked in the town or in Sylvan Beach.  In other words, 82% of the employed residents work in other towns, cities, or villages.

Education:

Vienna is typical of a rural upstate New York town in education statistics.  The town as a whole has the same proportion of high school graduates (79%) as Oneida County and New York State.  The proportion of residents with bachelors degrees is lower than that of the County and the State.  The same is true of the proportion of residents with masters degrees.
